Palawan State University Student Tops the Exam with a Rating of 93.60%
The Professional Regulation Commission (PRC) has announced that a total of 6,180 individuals successfully passed the November 2023 Civil Engineer Licensure Exam (CELE) in the Philippines. This number represents 33.26 percent of the 18,582 examinees who took the examination on November 17 and 18. The PRC released the results just five working days after the exam, revealing the top-performing examinees and schools. Among them, Godfrey Queron Correa of Palawan State University emerged as the highest scorer, with a rating of 93.60 percent.
Top Performers and Schools
Godfrey Queron Correa’s exceptional performance in the CELE secured him the top spot among all examinees. Hailing from Palawan State University – P. Princesa, Correa’s remarkable rating of 93.60 percent highlights his dedication and expertise in the field of civil engineering. Following closely behind is Angelo Amoc Ramos from Technological University of the Philippines – Taguig, who achieved a rating of 91.95 percent. Jonas Rhein Pruelo Esguerra from the University of the Philippines (UP) – Diliman also showcased his proficiency, earning a rating of 91.90 percent.
In terms of the top performing schools, UP-Diliman dominated the list. Out of the 69 examinees from this institution, an impressive 98.55 percent successfully passed the board examination. UP-Los Baños also demonstrated excellence, with a passing rate of 96.55 percent. Carlos A. Hilado Memorial State College – Talisay and De La Salle University – Manila showcased their commitment to academic excellence as well, achieving passing rates of 91.07 percent and 82.69 percent, respectively. These four institutions are the only ones with at least 50 examinees and an 80% passing percentage in the CELE, according to the PRC.

The CELE was conducted in various testing centers across the Philippines, including Metro Manila, Baguio, Butuan, Cagayan de Oro, Calapan, Cebu, Davao, Iloilo, Koronadal, Legazpi, Lucena, Pagadian, Pampanga, Rosales, Tacloban, Tuguegarao, Zamboanga, and Palawan. The widespread availability of testing centers allowed aspiring civil engineers from different regions to take the exam conveniently.
